The goal was to have it be for "bruiser" champions, which does cover Juggernauts, but also covers Divers and Skirmishers. The thing I find unfortunate is that Marksmen have found a use for it anyway, in spite of the safeguards Riot tried to use.

Hmm, IMO it seems a bit too useful in giving damage to the types of characters who already deal enough damage.

Probably, but it definitely did the job of reducing the number of viable tanks in top lane.

It was meant to be a keystone. A keystone that juggernaut and other fighters maybe like more than other classes, but a keystone all the same.

The entire purpose of the runes update was to allow players to forge new build paths, even if those aren’t necessarily the ideal. So if someone wants to play off tank attack speed Teemo with conquered, they’re free to do it.

Yeah I understand it's purpose, but I really wish they would have tuned it or used a mechanic for it that didn't make champions who didn't need it stronger.
