Soraka needs another change/rework.

There's again a nerf for her on pbe, actually nerfs on both Q and W. I think with the current kit people will keep banning her and some changes on her numbers won't stop that. You can't give a champion 1 second heal and keep trying to force her to be interactive mid/late game. Yeah, health cost and all that, but I'm sure you faced warmogs or ap Soraka, and healz are always massive. In lane she's also frustrating if she stands back and heals. Don't get me wrong, I love playing Soraka and I just don't want to see her get nerfed again and again, until she's unplayable.
