Varus' state has worsened now that preseason has arrived

Varus hasn't had a good spot in S4. I won't number all of his flaws and issues, this has been done often enough.

I rather want to address the preseason changes. With the increase of base stats, especially base health, Varus one strength got severely weakened: Kill pressure.

With the increase in base health his burst is far less threatening, even though he features % health damage.

Having lost 1 out of 2 reasons to pick him (the other one being his ultimate), he's even a worse choice than before.

I believe that he deserves some love.

I'd suggest a change to his passive too, but everyone will scream OP

Current passive: Living Vengance: On a minion or monster kill, Varus gains 20% attack speed for 3 seconds. On a champion kill or assist, Varus gains 40% attack speed for 6 seconds. These bonuses do not stack with themselves.

Suggested passive: Living Vengance On a minion or monster kill, Varus gains 10% attack damage for 3 seconds. On a champion kill or assist, Varus gains 25% attack damage for 6 seconds. If a teammate near Varus is killed he gains 50% attack damage for 3 seconds.

I would suggest switching Varus' passive:

Current passive: Living Vengance: On a minion or monster kill, Varus gains 20% attack speed for 3 seconds. On a champion kill or assist, Varus gains 40% attack speed for 6 seconds. These bonuses do not stack with themselves.

Suggested passive: Living Vengance On a minion or monster kill, Varus gains 20% attack speed for 3 seconds. On a champion kill or assist, Varus gains 35% attack speed for 6 seconds. If a teammate near Varus is killed he gains 35% attack speed for 6 seconds.

Currently Vaus' passive is a joke compared to other steroids, its value is low and it's extremely contional. Furthermore it often does not help you when you need it in a teamfight, but triggers only if you're successfull in the first place.

Making it trigger on allied deaths fits the "vengance"-component of his original passive and actually makes it useful when you're behind ina teamfight, not only when you're ahead.

Allowing the passive to stack only feels fair considering how strong other steroids this day are (Jinx: 130%, Tristana 110%). Not to mention that getting all passives at once will be difficult to achieve.
