i think his icefield makes him almost immune to slows. due to the insane movespeed/attackspeed he gets while on it.

He had Boots of Swiftness and BotRK and is inherently pretty fast on his ice, and he could've had the Swiftness Mastery too. Are you sure the effects were just not greatly diminished?

I would still expect him to be somewhat slowed...but it literally lowered his movespeed by 20...thats it

No, but a while back a script allowed you to put more then the set amount of points into a mastery, ever seen the urgot flashing around the map on a 0 CD flash?
