They have nothing to do. You might not realize this but these idiots are being paid by tencent to balance the game but the biggest problem is skin sales aka all of Riot's money isn't tied to their fuck ups, AT ALL. So that's why Riot is so trash and has gotten progressively more trash. Literally no one at the top has any idea how to actually evaluate these employees so they just end up doing stupid shit like dynamic queue or every balance change in season 6 or even just fucking around with chromas then going nah fuck it don't feel like it anymore.

And once these baboons have killed the game they'll move right on to the next biggest thing cause they get to write "worked at rioto games :D" on their resume and they get to fuck up that too (source: see ghostcrawler) and the cycle of retardation continues.

I guess they did achieve that His E thanks to the delay increase is worse for straight up bursty one on ones but in team fights the delayed portion hurts and thanks to the increased delay its great for zoning to a lot of his 1 vs 1 potential moved to his Q which hurts ALOT and gives a much better shield His ult the change is great for team fights if any enemy stands in it to long the tick will Murder there HP and synergizes very scarily with CC comps and your W

Man, I personally don't think anyone who mains Viktor would really call his gameplay "flat". I don't know what cracked out Zed maining focus group they got that from but how about they ask actual Viktor players instead of making stuff up. Yes hes a niche champ. No hes not meant for everyone. Stop trying to take away unique champs.
