Do % damage increases work with true damage?

I know true damage is suppose to be what you see is what you get type damage, but PTA (or vlad's ult for ex) say increase damage from ALL sources.

No, true damage can not be increased.

%damage reduction doesn't affect true damage, no matter who applies it (Be it something like Garen's W or Stoneplate's active), so I don't believe that the increases affect it, either (unless they increase/decrease the stat that affects the damage directly, such as by boosting Fiora's AD, of course).

by "all sources" they mean all champions, units, and turrets, etc... rather than just the source of the effect. the word source refers to who or what is causing the damage. It has nothing to do with damage type. It could say "increase magic damage taken from all sources" or "increase physical damage taken from all sources"

True damage is never modified regardless. If something says all damage it implicitly means all physical and magical damage.

I think you can increase true damage vs scuttler if it's CCd but not vs champions.
