not all APs have good wave clear. Seen a veigar against a ziggs? he will be pushed under tower for a decade. You cant say all APs have AOE.

Veigar isn't melee so ap hydra wouldn't work

Hydra is bought on any Melee AD that would want Bloodthirster.

Only AP champions I can think of that would benefit from this item are Diana Mordekaiser Fizz

Diana won't really need it since her Q and passive already clear them fast enough. Mordekaiser 's everything clears the waves really fast. So I don't think he'd need it. Fizz would be the only one that would actually get any real use out of it since his waveclear is trash.

Fizz's waveclear isn't that bad. You typically max E first (or you used to) and it would kill or take most of the minions to one autoattack's worth of health once you get some levels and AP.

If thats the case, only champions I can think of off hand are the flat out AP tanks, most of which have something to clear waves. Malphite E Sejuani W / E

But getting this item on a tank that does lack waveclear would heavily delay their durability builds (Depends on the price really) Assuming its the same 3300 cost, getting this on someone like Shen , your delaying your core defensive build and will most likely be an easy kill until later in the game.
