Why doesn't grievous wound affect all heals?

I feel like this is the only thing that would be able to put a stop to Soraka's disgusting mindless healing that has been a prominent problem in bot lane and overall in team fights. It should be allowed to affect all healing.

But since everyone's opinions change from 'Soraka is OP" to "Soraka is the #1 perfect balanced champion in the whole game" on this board, at the very least put a specific description on grievous wound in-game that it only affects self-heals.

The in-game tooltip for grievous wounds states that it reduces the effect of self-heals by 40%.

This makes sense to me: Grievous Wounds afflicts the champion attacked, not external champions, and therefore healing from external sources is unchanged.

It's more to stop excessive lifesteal or Mundo than nerf Soraka and other ally-heal champions.

I'm fairly certain it does affect all heals.

It was changed to only affect self-heals in the pre-season.

Why?

Because Riot wanted to change it. No reason other than Riot wanted to.

I'm not certain. If I had to guess, I would say that it's due to the increased access through Mortal Reminder. However, I don't know the answer and I don't want to get into a debate about it.

No it does not.

GW used to be that way. Honestly, even if WSB hadn't been added, Soraka still would've become OP because of the GW changes alone.
