Problem is that she's in the midlaner where majority of her enemies are ap. If the enemy mid laner is ad, then they'll suffer her 20%. As for fiora, where that 1.5 second of 50% attack speed reduction vs a ad will be more devastating in terms of 1v1. But in tfs

Well we need something to deal with Vayne 's bullshit silver bolts, and Kalista is essentially immune to normal slows, attack speed slows are the only cc's that do anything to reduce her mobility.
