There have been several post complaining about movespeed boost runes in the sorcery tree. A lot of ppl don't think movespeed is a good fit for sorcery.
What does riot do for season 9?
Celerity - Amplifies other movement speed boosts, instead of providing some constant MS and damage off MS

target access and mobility was supposed to be part of its identity.

But there's a lot of other stuff in it, isn't here? It looks like a burst tree to me. Electrocute, Dark Harvest, Hail of Blades are all burst keystones. In addition to cheap shot and eyeball collector. So basically, Predator and Relentless Hunter are the only movement speed runes in that tree. Either they messed up with the identity or something's not quite right here.
