Is Shyvana any good as a top/jungle now?

Still to immobile to do anything as a toplaner, and farmville junglers (like shyvana) aren't very good in this meta.

She's ok at jungle and ok at top. I like her but she's hard to make work. she's good at split pushing and taking dragons though.

imho, she was never "bad" in either - she's just not the meta right now. I play different tops otherwise I'd have her there as well as jungles, she doesn't provide any spectacular additions to team fighting like other tops in the meta currently. If I was playing with a 5's pre-organized team I'd create an AOE wombo team where she could initiate and Fid jg / Ori mid would follow into a Leona ult followed by Jinx ult - and the enemy team is dead.

She's still good. there's just not many reasons to pick her. She beat's the hell out of Nasus and is mainly used for split pushing/lane dominance over team fights I find.

Though I feel like Garen gets the sustain/harass done better than shyv, especially against those nasty AP tanks like Cho'gath.
