They keep telling us that the skins team works independently of game balance, and just pick based on who the thematic works well on and who is broadly popular and so forth. People don't always believe it and insist whoever is strong because they have a skin coming, but weaker/freshly nerfed champs do get skins sometimes too if the schedules just work out that way.

But its like...she will basically be irrelevant until she gets buffs, due to her damage quickly declining by losing a whole 120 damage on duskblade....i feel mf needs a proper rework to make her less of an ult bot and more of an ADC...i actually miss back when her W gave her a built in fervor of battle

This may or may not be the case, but it's independent of whether she gets skins or not.

She isn't an assassin, she shouldn't even be building item 3147 in the first place. Marksmen are probably the reason this item got nerfed too

She's not a marksman either....shes an ranged ad caster...she needs to stack ad and armor pen...her core items are youmuus, duskblade and BC...

Skins have nothing to do with the champions gameplay though. They are a cosmetic that is made to be sold.. She is still a very popular champion so this skin will still sell.

My point is, she has been in need of buffs for a while now....shes getting a skin plus an indirect nerf instead
