I get he is FotW but can Kog'Maw NOT be in every other game of ARAM?

Seriously WTF. I get it that RIOT unofficially favors the FotW champions for the "random" selection, but Kog'Maw is in about every other game of ARAM (in my last 16 games of ARAM, he is in 8 of them). There are over 130 champions. 1 champion should not be this common.

He still should not be in every other game. I can understand it if they wanted FotW champions to be in maybe 20-30% of games, but not half.
