The thing stretches out so far, and noe you're making it even more difficult to avoid. Unless you have a gap closer it's really diffixult to escape it. Sometimes flash isn't even enough.

Not to mention that just about every aspect of her could use a rework, both visually, thematically, mechanically, kit-wise.... she's a mess that they need to work on.
making her chains faster without actually fixing its wonky hit detection is a good idea though. good buff :^)

It's a chain that gives an assassin a slow and a snare for both chase and disengage if necessary and the discussion is on what to do to balance it if they make it faster so your point about it being slow isn't really valid in this case and as a skill shot it has a wide hit box.
Personally I don't mind LeBlanc, even laning against her as a squishy mage, but you're really trying to make it sound like she's more mechanically difficult than she is.

Her E is more difficult than Veigar E, or Ekko W, as it has risk of failing due to external factor. They are harder to set up, but 100% success if done right, whilst LB E can be avoided by CC, dash or careful movement.

Except ego gives you a couple of seconds of warning before he can stun you and Veigar has a decent sized area inside of the cage that lets you move around and avoid his abilities.
A better comparison for LeBlanc's snare would be a Lux or Morgana Q, by the way. Snares that can be interrupted by interrupted by tanks and minions as well as dodged.
