Is the low cooldown on Lux ult justified when compared to Xerath and Ziggs ult?

In the world of artillery mages, I feel like Lux is King( or Queen), because her ult is very spammable, syncs the rest of her kit, and it is just generally a very reliable good execute ability. She even gets a cooldown refund of 50% on champ kills making it possible to get the ult down to 15 sec with max cd.

Xerath on the other hand ult does the most damage, but is very unreliable and does not really sync that well with the rest of his kit. it kinda works all on its own. Ziggs ult does about the same damage as Lux, has about the same amount of counter play depending on how far he ults, but has a huge CD.

I get the Xerath and ziggs have more spammable none ult spells, but they don't seem to justify the huge gap in cooldown that Lux gets.

So, my question is, is the low cooldown on Lux ult justified when compared to Xerath and Ziggs? Should Xerath and Ziggs get lower cooldown on their ults?

This is because

You just take a minor sidestep to avoid luxs ult

You could also avoid both Xerath and Ziggs ult by sidestepping. Though yes with Xerath you would have to sidestep like 3-5 shots and Ziggs is more than a minor sidestep to avoid but Lux has a much easier way to keep their target still for her ultimate. Ziggs doesn't have any really cc to keep a target in his ultimate unless you count his satchel or relying on them to step on his slow mines, and Xerath's is a stun that is only useful when hit close to max range which would only get you 1 maybe 2 easy shots.

Pretty much due to ziggs and xeraths other abilitys doing damage. Ziggs is gonna be throwing out Qs non stop and Xeraths EWQ combo is pretty high damage. Lux has a long ish cd on all ability's but her ultis fast to compensate.

It's because Lux's kit is incredibly underwhelming compared to Xerath and Ziggs.

Her Q is a conditional, slow moving projectile that can be sidestepped. Her W is sort of a joke really, the shield amount is almost negligible. Her E provides her with SOME waveclear but it does not clear caster minions in one go, and if she does use it for waveclear, she loses poke.

Her ult is her only redeeming factor.

She needs to auto to proc her passive to be able to properly do damage like the other two, which they don't need to do. Ziggs' passive and Xerath's passive encourage that auto, but certainly aren't necessary like Lux's is. They can spam many spells from range and deal great damage. Lux either has to auto, and in team fight scenarios that's often death, or use her ult to proc and deal that extra bit, hence the lower CD.

According to Riot she's an artillery-burst mage hybrid. I don't think she should lack two main weaknesses of burst mages: high cooldowns and less range. I honestly think they should move some of the power from her regular abilities to her passive to make her more of a combo-friendly mage, but that's for Riot and the Lux players to decide (meaning Riot.) Her ultimate was fine before they changed it, she was in a balanced state but for some unknown reason Riot buffed it. She's not "OP" or anything but I feel the CDR on it is not necessary.

Because Riot always makes those fancy skins for Lux so they can make money.
