Yeah its kinda sad, lux is good in low elo but garbage in high elo because of her high cd and shit waveclear without ult compared to like almost every other mage in the game.
Like i can deal with her cds being a bit higher than average due to her range, but when xerath who has lower cds and just as much, if not more range AND also can clear full waves with 1 4s cd spell it makes me wonder why are those 2 champs in the same game.

Only a +5% AP ratio would be enough, as she almost oneshots casters with a E ... but this 'almost' makes a great difference between +3cs, or 3 cs lost. Reducing her CD would make her too oppressive, and 25% damage to creeps would break her. She really doesn't need much more than this +5%AP ratio imo.
Kaìju2 votesIsn't her (I think it's) E undodgable at a certain range if you have 325 move speed due to how wide it is? Wouldnt that just make AP Lux support better at being an uninteractive pick since champions like Ashe or Jinx can't move out fast enough? Sure you could trade an auto but in lane phase one Lux E does more than one auto since you can E AA faster than most marksmen can just auto twice.

The problem is that it doesnt stack up well.
its 6 charges with first one being 4% and following ones 1% if used on the same minion.
Someone did the math back then, if you use all 6 on caster minions you get 9% damage amp, which roughly equals to having 40something ap vs caster minions.
Helps her clear a bit, but you have to give up a rune for that while better champs like xerath dont have to make those sacrifices to Q a full wave down every 3~4 seconds.
