Why doesnt the AP jungle item get cdr?

Why doesnt cinderhulk give me 10k hp armor and mr? Cause that would be stupid.

It already gives the damage stat of its kind and movement speed, along with a passive. Individual stats can be argued to be too little right now, but I don't think it needs any more additional stats.
