@Meddler Why are the durations for Garen's Q and W so limited by ability rank?

Q MS Duration: 1.5/2.25/3/3.75/4.5 seconds W Duration: 2/3/4/5/6 seconds

It feels like this was done to hard limit Garen's gameplay until around 11 and 18 (Maxing Q second for the former and Maxing W last)

I feel like this limits Garen WAY too much and makes him not really threatening at all since he can't use his abilities until like level 16. I get that they don't want to make him a crazy lane bully, but considering all the other current Top Laners I don't really think thats an issue.

Normalize the Q MS duration to 4.5 seconds at all ranks because thats the same duration of his empowered auto window

W should be increased to 4/4.5/5/5.5/6 seconds or just 6 seconds at all ranks, either would do well but the latter might be a tad much
