I currently own all champs and mostly don't even need IP since I own more runes and rune pages than I need.
I think it's pretty hard for people to gain IP now adays, It would be nice to allow us to gift to friends who need the IP way more than players such as myself.

you are in a very very small minority of players. Most players will never gift IP away, since they won't have every champ!
