I think you're reading into things that aren't in my post.
I cannot determine who is a troll, and we're never going to be able to. Even in a Minority Report situation, flaws happen.
So the question then becomes, how do we box problems up in such a capacity that we diminish the threat. There's no such thing is threat removal on a large scale. But just as the lock on your door doesn't prevent all crime, neither would this rule.
The entire point of this rule is this: **Give people an incentive to play for other people in ranked games. **
There's no restriction on what you do. And there's not even a requirement to do well. But there is an incentive, and I think a minor one, to try harder in ranked. And that's my goal. As with all policy, you need an exit strategy in case you extend too far.
Admittedly, the 30 mins is a measure I put there as a good start point. We've all been in games that were over at the 16 minute mark. There's no fixing that. But I felt like trying to fix that would go too far. You're also dealing with a snow-bally season with weak towers and overtuned junglers. That factors in to the 30 min. portion as well.
Having said all of that, we should be attempting to create rules that diminish the problem, rather than do nothing. And I've left wide latitude with these rules so we aren't throwing people out left and right.
