Narasimha1 votesI suspect Heimer isn't exactly the best example, since he falls off regardless of lane anyway. His turrets go down too easily late game, and if you kill his Super Turret, he's basically out of luck. Requires a little bit of coordination, but its not too hard.
EvilRabbitt1 votesIf Vel gets his job done top, you don't need a front line unit. He just E's to disengage, and combos his stuff to wreck multiple targets. If they group to teamfight and he is properly positioned (maximum range) the engage turns into PENTAKILL!!!! =) Vel'koz has true damage+range+low cooldowns- and you can always itemize for tanks.

Heimerdinger carries, he just doesn't clean up well. His damage is massive in low elo bc people dive like idiots into his turrets.
T RexHasLongLegs1 votesI just picked Heimerdinger bc I'm used to him and there are a couple diamond and master (maybe challenger depending on the time) heimerdinger mains that I will watch streams from since I like the champ. Thus he was the best example bc I know he can win as a top lane pretty easy and he can do it in master elo so it is possible at really high level play too.
Edit: I'd love to hear what you would think is a better example though, maybe I should play them :-)
Narasimha1 votesFor a top lane mage? I recommend Swain, hands down. He's got everything you'd want from a top laner and a mage. He doesn't have the mobility people like, and he hates 
with a passion, but he has a great mix of damage, cc, and tankiness.

I was thinking of picking him up though to alternate with heimerdinger, especially when we need to engage rather than poke and counter engage with the team comp we have since heimerdinger is shit at engaging. Any advice on playing/learning him?

Learn to last hit. I mean, actually practice and do it. Swain's animation is a bit wonky, and last hitting with him really makes a difference.
Do NOT go all in before level 6. You can whittle your opponents down, but Swain lacks the tools for a sustained battle until he gets his ult.
A typical build for him is 
His ult persists through Zhonya's, so a good trick is to ult, walk into the enemy team, and hit Hourglass.
Unless you're very confident about going in or its just a perfect shot, save Nevermove for defensive purposes. You don't really level it up until last, and the cd is too long otherwise.

There are few better champs better suited for ignoring MR than Vel'koz. Stacking HP is more effective, since he lacks the raw AP scalings of other mages.
I haven't thought about taking him top, I really like him for mid or a situational support. Seems like you'd have to take him as a counterpick, he's really not a general purpose top.

Yeah, there's probably a reason for that. He doesn't work with every team. But holy shit, I used him mid once with a sej jungle and MF adc, and our triple ult won every team fight in like five seconds.

LankPants1 votesWhile I could see this working as an incredibly niche lane counter for a few melees there are just so many who will tear Vel'kos a new one in lane.
To name a few and give reasons why.
: Only needs to farm, has innate sustain to beat out your poke, if their jungle ever ganks you're 100% fucked.
: Double gap closer, rushes sustain, high burst, some anti-poke with W.
: Innate sustain, can farmfest the lane, can force trades and slaughter you with a sheen, gets AD for building MS which helps him dodge your spells and engage on you.
: Innate sustain, ranged abilities to trade with you, once he lands a q you die.
: Max axe, poke back whenever you go for poke, farm to 6, run at you.
: Mobility and sustain, standard stuff that shits on squishy, poke based tops
: Gives 0 fucks about poke, just farms and sustains.
: Get to the brushes, push lane, sustain with W, poke back with E, gib you at 6.
: You're now next to his tower, good luck living.
: Sustain, counter poke and you're under his tower.
And of course as has been mentioned a few times on this thread already
Has sustain, multiple gap closers, and can most likely 100-0 you at level 6.
This is not a complete list either, I'm sure there are others who could beat you.
It would be a niche lane counter to 
though, although if she ever makes it through lane you're most likely screwed.
