I want to pull my hair out playing versus Ezreal. This shit is so fucking anti-fun that I he tilts me whenever he's in one of my games. Legit cannot catch jhim because he just avoids interaction all game by spamming 1100 range 700 damage aoe slows at you while teleporting and repositioning 24/7... does anyone have any advice for me as to how to deal with him? Thanks
Targeted or just otherwise unavoidable slows and other CC.
He's not blinking out of a Raka E, for instance.
Otherwise, just try getting up in his face. He'll be forced to blink away to not die, and you can then more easily hit him, since his blink is now down.

If you are a top laner maybe play a tank or juggernaut like Shyvanna(this also applies to jungle), she has a dash that lets her catch up to him when he blinks, and she has a bunch of mixed damage to make it hard for him to itemize against correctly.
Or you could go nasus and hit him with that nice long ass slow to catch up to him when he blinks away, and if you have a good amount of stacks you can easily 2 or 3 shot him.
