League 2013 vs League 2019

2013: Nasus item 3078 item 3110 item 3065 item 3143 item 3111 item 3102

-30% CDR with 10% from runes/masteries

2019: Nasus item 3057 item 1054 item 3675

-86% CDR with 666 from runes and/or masteries

Obviously the second case is hyperbole but it kind of illustrates a really disturbing trend that has been discussed before: the over saturation of CDR. There was once a point where CDR was largely a utility stat, where mages, tanks and supports generally wanted this. Damage oriented champions (specifically AD) had some access to it, but never enough to acquire 40% easily. And that was intended, because many damage oriented champions were built around the idea of being weak between existing cooldowns. That just isn’t the case anymore, because everything has easy access to 40% CDR and that’s a disturbing trend.

We really need to have a real conversation about this again. CDR oversaturation needs to be addressed because it’s one of the biggest contributors to the absurd damage output seen in this game. And generally, the more available champion’s cooldowns are, the more frustrating they tend to be to fight (and when everyone has cooldown reduction galore, it makes everyone stupid to fight). It’s as if Riot has slowly been transforming SR into URF because they want to create a game where 13 year olds can be successful by slamming their keyboards against their heads while yelling “yes Jessica dumped me but I’m pwning you noobs so my social barriers are in tact NOOBS!!” And honestly, it’s an obnoxious style of play because it makes the game feel less tactical and more luck-based - or better put, more like us waiting for someone to make a mistake rather than having opportunities to organically force mistakes.

To summarize my last paragraph, people are harder to punish now and the game is more forgiving because of it. And it also is responsible for damage output being high.

Can we seriously talk about cutting down on CDR, like, for real this time?

I agree, the cdr issue has gotten way out of hand. So many items grant cdr, so if I had to be honest Transcendence should only give stats if you overcap on CDR and not do that and give 10%. Does that mean you need to buff the stats on that specific rune? Maybe. And some of the items need to have their cdr adjusted. Spear is one, BC is on the fence, Tri was originally 10% (issue is what AS component could replace stinger?). There are a bunch of others but you get the point. The excess cdr tossed in the game allows champions like Riven to hit their powerspikes faster (it took her what, 3 items before to get full cdr for her kit? Now she gets it in a item and a half practically)

I don’t think I have a problem with runes granting CDR because it’s making a calculated choice while sacrificing something in its place. Now, if it turns out that taking CDR in transcendence or as your stats is invariably better, then there’s something to consider there.

The issue I have is that itemization pathing gives CDR too easily. As a Nasus player, allow me to illustrate it with an example:

item 3078 - 20%CDR item 3110 - 20% CDR item 3800 - 10% CDR item 3065 - 10% CDR item 3025 - 10% CDR item 3194 - 10% CDR item 3056 - 10% CDR

Am I going to buy all of these? Of course not, but I will often buy a combination of these that would easily put me at 60% if there wasn’t a cap. I’m almost always building something totally inefficient because of CDR caps (but I need passives from other items like FH/SV having absurdly good synergy with Nasus). This isn’t just a Nasus problem, this happens with almost every non-AA based champion. It’s not a question of how you’re going to build CDR, how are you going to be stat-efficient? Because CDR is in everything.

And of course, what was riots solution? Oh if you go over the CDR cap, you can have a rune that gives you MORE DAMAGE! Or you could just remove CDR. Trinity doesn’t need 20%, FH could lose 10% and get significant buffs in return. Why does adaptive helm even give CDR when it’s “the high value MR item” that doesn’t have have a CDR component in it (items like this shouldn’t exist period, which is why FH shouldnt give 20%). Its mind-numbing really. It’s like riot goes with the wrong answer and tries to justify it to satisfy their own egos: “if we balance it with the wrong choice, that’ll show everyone how smart we are teehee”

Trinity is a powerspike for most champs who heavily rely on it. I'd flat out lower it to 10% (Probably get rid of the cdr on Sheen? Its either that or we fit recurve bow in place of stinger) FH and IBG need updates, no questions asked. Both crumble in value for tanks since health scaling sucks for them atm (unless you are Cho or Sion). Needs to be more tank centered. Ohm is a pretty dead item.

But yes, items in general right now grant too much cdr, especially if users who heavily rely (Jax and Riven) on it are fine with building components to get access to more uptime on their skills in a trade-off that has them losing barely any damage atm.

Ravenous Howls2 votes

No. Sheen has always had CDR on it and that does not need to change especially how valuable of a rush item it is on Nasus,

EndlessSorcerer1 votes

Sheen only received CDR in V5.22 (which was near the end of Season 5).

Before that, it only provided Mana and AP.

Ravenous Howls1 votes

I'd still rather not have sheen lose CDR. I'd rather big damage items lose it instead. Trinity, IBG and Lich are strong items but usually provide some form of utility and not just raw damage. I'd prefer CDR to stay on tank/bruiser items but not give easy access to mages, assassins and adc's. If they want it then they should sacrifice raw damage for the utility that CDR was supposed to provide.

Ragnaveil1 votes

I wasn't trying to punish nasus, but at the same time theres so much cdr that where can you remove it that wont upset people?

Ravenous Howls1 votes

I rather it was removed from big damage oriented items. CDR should be on items that provide utility and not just raw damage or burst. This will make Assassins, mages and ADC's have to think about their skill rotation more than just allow them to URF spells constantly.

Ragnaveil1 votes

Thats exactly what im trying to get at. So many champs just get to have such efficient streamline build paths that also grants cdr at a much easier price than before, but any champ that doesn't fit that specific linear change gets screwed. Take Sylas for example. For a AP fighter, he's practically playing like an assassin with what items hes forced to build. Sure, his sustain before was absolute bullshit, but due to the excessive "its too bullshit" comments, the heal has actually become a thorn in his kit due to the forcing of it needing to be maxed just to be efficient (not great, just getting efficient). The % boost nerf was A LOT larger than people would expect. Going from 200% to 175%, that 25% change made ripples.

CDR shouldn't always be such a easy gift, people should have to itemize for it and make trade-offs in most cases.

Playing Darius and Garen, Bruisers with no business in CDR and I still consistently get 40% CDR from just item 3078 or item 3071 item 3065 and transcendence.

darius and garen literally scale with their spells, instead of their auto attacks.

theyre what we call AD casters. why should they not have easy access to cdr as other carries have access to attack speed? its one of the few multiplicative stats for them to scale up their spells.

nargnargnarg1 votes

It didn’t take Riven 3 items back in the day. All she had to do was buy brutalizer and ionian boots plus runes and masteries. In total it only took her 2,337 gold to get 40% cdr compared to the 4,100 gold (cleaver 3 k, caul 1,100k) she needs to cap out on cdr and the 10 cdr transendence only kicks in at lvl 10.

Bob the Toastr9 votes

I agree with your point, but Nasus is an interesting choice for your example. I used to be able to start with 25% CDR with the old rune system which let me stack quickly. Now the best I could start with is 11%.

Saezio2 votes

11%? at level 1? How? 5% from inspo, 1% from rune stat where is the other 5% from?

And yeah, OP should have mentioned stuff like Riven between season 2 and season 9 and the CDR choices not fucking nasus xD

Edit: You are not seriously starting coin are you?

Bob the Toastr3 votes

Yeah I agree with you, it's way too easy for Riven to hit 40% CDR.

Yes I was including coin, but only to describe the highest possible CDR start for the old rune system and the new rune system. Coin is way too risky to take in almost any situation.

Yeah I agree with you, it's way too easy for Riven to hit 40% CDR.

maybe i think its too easy for adc to hit 2.0 attack speed, and 50% crit chance because i dont like it.

considering that riven is supposed to scale with the stat, what is your judgement based on that she shouldnt be able to hit cap easily?

im not defending item 3161 passive here. im just talking about having access to regular 40% cdr.

Ragnaveil1 votes

Her scaling is so good, but the price to pay was needing cdr. That weakness over time has become less and less of an issue. In fact, Conqueror helps her hit hard when she's not fully cdr'ed in the early game. And with the high influx of gold compared to past seasons, she easily can get 40% cdr. She goes Inspiration secondary, and you bet she'd run Future's Market or Free Boots as the other rune (5% is always picked). Like comparing S3 to S8, her weaknesses have become less impacting to her kit. That's the issue. You could say the same with Crit and Yasuo, Crit and Trynd (although he isn't as batshit broken as Riven)

their whole design concept is based on the idea that while they build attack damage, they dont scale with auto attack stats, but only off stats that scale up their spells. it wouldnt be quite fair for them to not have as easy access to cdr as other carries have to attack speed, on hit effects, lifesteal and critical strike chance and so on.

Except you’re ignoring the fact that Garen, Renekton and Darius are lane bullies designed to fall off. Moreover, Garen and Renekton are mana-less and their designed weakness in exchange for this was longer cooldowns. That’s what a bruiser was, they had longer cooldowns and built up to be beefy and tank between cooldowns (that’s why Garen has W, Renekton has R and Q heal). Old CDR items tied into mana items for this reason: so that manaless champions couldn’t access CDR without making sacrifices (in fact, morello had a quote something along the lines of this in regards to energy champions, but it still applied to manaless champions too).

Casters are designed to be weak between cooldowns, so why should they be able to optimally build CDR and reach the cap with ease? I’m not saying they shouldn’t have access to some CDR, but items like trinity really shouldn’t give 20%, I would also argue many of the lethality items should lose CDR, too.

For Nasus, he always built tank items. This is why CDR was valuable on him and why hyfe made a big deal about rushing frozen heart (back when Nasus had steep mana costs everywhere). And Darius doesn’t really need CDR either, since once he’s on top of you, he pretty much stays on top of you. He values BC far more for the shred and damage than he does CDR. And Darius still suffers from being kited regardless, so please don’t try to pretend Darius needs CDR because he really doesn’t, especially once he hits level 16.

have you played garen recently? he doesnt bully anyone. he gets bullied around by almost every top lane matchup and scales more than he used to in return

as strong as darius can still be early on, he isnt as much as a bully as when his q was instant.

the main reason bruisers like renekton used to fall off lategame was, because they went with a black cleaver and then mainly went into full tank itemization. there wasnt actual fighter itemization like item 3748 item 3053 item 3161 to support them past their first item. it doesnt have much to do with access to cdr, but better midgame ad/health itemization.

Moreover, Garen and Renekton are mana-less and their designed weakness in exchange for this was longer cooldowns.

which was supposed to be an early game restriction, since mana itemization compensated for this later on. around midgame, recourcless and mana champions both lose their weaknesses, in that the mana champions have itemization to support them and increase their mana pools, and resource less champions get cdr to cut their cooldowns.

not to mention, with manaflow band and item 2033 in the game, there is barely even an early game advantage in playing a resource less champion anymore. this battle of attrition that you used to play against a mana user doesnt really work anymore, when he just keeps chugging these pots between recalls.

cdr might have become more accessable for resourceless champions, but the limitatons of playing a champion with mana also drastically decreased over the years, since mana costs on skills were lowered more and more, and riot gave them increased access to mana sustain.

especially since items like item 3802 item 2012 exist, item 3070 had been buffed, and item 3010 restores mana.

For Nasus, he always built tank items. This is why CDR was valuable on him and why hyfe made a big deal about rushing frozen heart (back when Nasus had steep mana costs everywhere).

cdr was always valuable for him to get his q stacked. which is why even with the old runes, he used to rush cdr.

cdr actually used to be a lot more accessable to nasus early on, since he could run a rune page with cdr quints and blues, and start the game right off with 15% cdr from runes and masteries at lvl 1.

darius needs cdr, because being able to cast his q, get the heal and the stack is the difference between life and death.

Honestly would rather Darius still had his instant Q, along with his old passive. It feels like shit that I can't do extended trades with someone who's built 40 AD just because his passive gives him 3 or 4 items worth of it. It would probably be less cancerous to just face his increased ms per stack that he had before the juggernaut rework.

B/c Renekton, Garen and Riven are resource-less and are supposed to be gaited by higher CD's in their kit so they can not just spam with impunity. But now Riven can literally just dash away like fucking Santa Clause, Garen can Silence you and Kassadin'e mother better than Kassadin and Renekton can dash and kill you faster than Tom Cruise can violate a couch. Why is that ok? Nasus, Darius and Illaoi are at least gaited by a mana pool. and can not just infinately spam abilities with no repercussions. CDR saturation is a huge problem and takes out all the decision making for champions who are not restricted by some form of resource and allows them to mindlessly fight and scale with impunity.

mana champs are supposed to be resource gated, so they cant spam with impunity, yet they have item 2033 item 1082 item 2012 and do it anyway.

in earlier seasons, i used to be able to beat Pantheon early game by playing a battle of attrition and get him to run out of mana before i take too much damage from his poke. this has become literally impossible since corruption pot has been added. champions like him never run out of mana anymore.

and again. these restrictions always only existed during the early game. by midgame, mana champions have enough items built to sustain themselves practically as long as they want, have blue buff available after their junglers first clear, and now even manaflow band.

resourceless champions by that point get more cdr to cut their cooldowns.

this was never any different. the only thing that changed really was that resourceless champions get cdr faster, and mana champions barely have mana management anymore.

I'd say just cut all CDR in half. If it gives 10, give 5. If it gives 20, give 10. You'll still hit 40% late game but it's spread out among a LOT more items.

I wouldn't cut each and every item that has CDR in half. Some items, such as item 3101 and item 3067 don't really need the CDR at all. cleaver is the core item for ad caster type fighters in this game. its literally made for champions like Darius Garen Illaoi and others who rely on their spells to deal damage.

its the equivalent of item 3285 for mages.

why in the fuck would it be justified to cut its cdr in half? and frozen heart is practically only picked for its stat combination if its ever picked up. whats the point of dumpstering an item that nobody buys anyway?

triforce might be a bit overtuned at this point, though i wouldnt really know what to do with the item, since all of its stats make sense for its purpose. this might be the only item, where the cdr could be removed by replacing item 3101 with a item 1043 to make it more attack speed focused, and possibly just nerfing the sheen passive.

bonus how i imagine 2025. 2025: qwer are now skills you have at lv 1. at lv 2 you get aszx at lv 6 you get F1 F2 F3 and F4. at lv 16, all champs go into their 2nd form which changes their entire kit completely. also lv 36 is now the maximum and lv 16 is reached at the 5min mark cause exp buffs.

Also, one of his core items, Frozen Heart (used to be 25% CDR at some point btw) is in a sorry state right now, except for very specific matchups. So he can't rush shroud as easily as he would have liked.

To put it in perspective, nasus would rather have a 15% descaling CDR at level 1 that becomes 0% at 18 than a 1% ramping up to 25%.

i remember regularly getting 30% and 40% cdr over the course of the game on garen since season 2 and season 3.

it was 10% off item 4403 and 10% off scaling cdr runes. then another 10% cdr from a defensive item.

so you could say the same about other champions aswell.

the main difference was, i had to get one specific build to end up at 30% or 40% cdr while now i have more different build pathes. this isnt a bad thing though. being pidgeonholed into a few specific items sucks ass. one of garens bigger strengths is his large build diversity.

CDR is disgusting currently. Some champions only counterplay like Riven or Jax is to fight inbetween CDs yet 40% cdr Jax has a 3 sec cd E it just makes it hard to deal with them.

It's simple really. Back then Riot had healthiness in mind, they had their own concepts of what was healthy and what should be viable but now they don't care about that they care about what's good in pro play. It doesn't matter if Vlad is reaching late game in 2 items or if Hecarim is destroying soloqueue because they don't see pro play.

Hawthorn Tree1 votes

Thing is though, the game is just so fast-paced now that unless you put fat CDR on everyone, most chamions won't even have your ults for half the teamfights. Especially if you're roaming to be in every fight, because it's what you need to do to carry your team and gain elo. There are so many things to fight over, spaced out between such a short amount of time. Think about it--scuttles and platings when solo lanes first get their ult, first tower and Drakes when people 4 man gangbang bot lane, Heralds and t2 towers right before the 20 minute mark...Everything currently wrong with the game has something to do with the pace of the game, and the fact that CDR is on every item is only one of many.

Sire Hippington1 votes

To be fair, nasus could have gotten 35% cdr from runes+masteries at 18 in the past

The big issue is that most of the big core items have 20%cdr, while in the past you head to decide wether you want the burst from trinity or first focus on some CDR and tankiness with FH. This is most noticeable with fighters, though other classes see some difference aswell. Back in the athene's era, the rush item for mages would give 60AP and no other damage effects but therefor with some MR, Now we have 90AP and an aditional 100+0.1AP from Ludens. ADC used to not have any CDR and needed to get out of their confort zone for it, now we have ER and Trinity with 20% and DD with 10% Assasins used to have 20% from ghostblade+cleaver, now they have 10+10+20 from DB, GB and Cleaver with options for DD and Maw which each have another 20%...

I think a good first start would be changeing sheen back to mana+ap with no CDR, lower trinity cdr or even remove it and change the builtpath to Recurve and lower Iceborn to 10% with some AP and more armor. The change to sheen just gave to much of a powerspike for it's prime users like Irelia since cdr is much more valuable than ap for them and synergieses with the spellblade proc.
