why am i getting unranked players in my promos
i don't care if they're around the same ELO as me. they don't have ANY ranked experience this season.

How do you know that? What if they have 2k normals? Smurf? There at your elo for a reason and it only took them under ten games to get there. What does that say about their skill compared to you?
This shit happened to me as well, and it seems to be happening alot.
I actually contacted support and put in a complaint about this, and this is what I got.
We make frequent updates to our Matchmaking program in order to improve matchups.** However, even the best Summoners can have a bad game. Taken as a system, players generally compete with other players of similar skill. Occasionally, bad matchups do happen, and we implement new methods when we find them to improve matchmaking.** For example, your total number of wins in each queue is taken into account, so when you play Summoner's Rift, you will play against players with a similar number of wins.
Matchmaking is not remotely affected by a player's behavior. The system doesn't account for toxicity in pairing players together, nor does it forcibly pair toxic players with other toxic players. We work very hard to educate and help players reform, but we don't believe it's beneficial to separate players based on their behavior. If you're finding yourself paired with toxic players, please don't hesitate to use the report feature at the end of the game. Doing so will help us identify and punish toxic players.
So what I got from this first part of the statement was basically this. He goes on to say that:
"your total number of wins in each queue is taken into account, so when you play Summoner's Rift, you will play against players with a similar number of wins."
To me this translate to
"It doesn't matter if you play ranked or not, if you win a lot of games in normals or team builder or whatever the system will think you are diamond and instant pair you with those level of players when you begin ranked play."
To be fair he also goes on to say the system does fuck up and they do try to improve it when it does happen, but if you ask me it happens waaaay to much.
