The active, while vastly increasing his hp, would come at the cost of his damage, which is a large chunk of his value as a champion come teamfight time. May be used as a last resort after ulting to stay alive if they survive his ult, but he could just take something that would make it more likely that he kills the enemy. Or use the new GA, thanks to the fact it gives AD and armor.

The fact it's a better version of it is just salt in the wound.
