Graves is a good example of how to balance mobility in a kit

if he uses his dash he has to commit, he can't just wait 2 seconds to dash out again or use his ultimate to give him invulnerability/heals/gobackintime

if he uses his dash to escape you now have a huge window of time to go on him before he can use it again, this is how you balance mobility.

Jax Tryndamere and a few others. Riot had it under control in leagues early stages

Lucian also has this paradigm. You use it to escape, or you use it to go in and deal damage which lets you dash sooner.

they did have it under control until it became a thing where you have your dash up every time you use an ability

Is one dash really a "mobile" champ though? I'd consider Lucian the mobile ADC, not Graves. Lucian not only gets a dash, but it goes on a shorter CD if he hits a champion with his passive, and he gets an MS boost if he or an ally attacks a champion marked by Ardent Blaze.
