Occasionally.

Slows are actually a pretty prolific type of CC, and slowing fields unaffected by Cleanse/QSS/Tenacity/BV are fairly common-place. Vs. a CC heavy team it's entirely possible to need an edge vs. CC but have Tenacity offer nothing, such as vs. Team:

Singed Vi Ziggs Draven Blitzcrank

In this case Tenacity would only be good vs. Blitzcrank's 0.5 second silence, where reduced slows help vs. Singed puddles, Ziggs minefields, any items like Rylies or IBG along with Red Buff this team probably will get. The raw MS also helps in evading some nasty things like Stand Aside or Rocket Grab. More MS also increases your ability to seperate Vi from her team, using your control over where her ult ends to give you (or at least your team) an advantage. And more in-combat MS can help you recover from getting hit by a fling or Vault Breaker knocback a little more gracefully.

The 25% slowing effect reduction paired with 25 more MS than other typical boot choices makes Swiftness a respectable boot option.

Merc Treads reduces the duration, Swiftness decreases the effect. They're nice on people like Udyr with MS buffs if he's insanely fed and needs no Ninja Tabi.

Not only do I build them almost every time I play Garen, who is my main, but he has a significantly higher win rate with these boots than other boots. The slow resistance isn't really anything special, but for champions without gap closers the higher in combat movement speed is fantastic.

Mordekaiser, Garen, Udyr, probably Skarner and Singed, if enemies have too much slows but no hard CC/magic damage. But yes, it needs some changes.

I build them on Vi.

I usually build them on assassin if enemy team has a lot of slows but no hard cc. Otherwise pretty useless.

I only ever build them on Garen. Don't see the point in building them on any other champ.

I sometimes buy those. When there is literally no hardCC in the opposite team and I'm playing Nasus. And that I don't need the armor of tabis. That's really situational so.
