People just like to discuss things and overexaggerated after you presenting two possible directions for Rylais. A lot of people already thought the CDR/Mana approach was set in stone.
You need a huge disclaimer on these kinds of posts or people may just start to freak out XD
Seriously though, a bit more insight would be neat, not only for Rylais but also for the Pen items

Most concrete thing we can say at present is that we will be nerfing Rylais regardless of what direction we go in. Wouldn't worry about it becoming a bigger damage item and therefore greater issue than it already is on some champs. Even if we did go for a non HP approach wouldn't expect it to gain offensive stats at all.

EDIT: lol @ downvotes=P name another champ that has to stand still as much as he does (thats a mid laner) to deal damage! i guess you could argue he can shuffle to catch back up on a chase so fair enough i guess=P

Azir (and Cassio) is the reason Rylai is nerfed, because he can abuse the power from Rylai, but he doesn't need Rylai to function.
Like, sure, Rylai is the optimal item to build currently on Azir, but if you'd build Nashor/Morello, you'd be less strong but you could still play. Whereas if you wouldn't build Rylai (or at least some source of slow, as per Meddler answer) on Mordekaiser or Aurelion or Singed, you really can't play.
RiotMeddler8 votesGenerally we want to adjust champions hit by item changes the patch after once we've had a chance to see how affected they've been (we've overbuff significantly in the past when trying to predict ahead of time). That'd probably be the case here, whatever the Rylai's changes are. Another possibility might be buffs to some of the other slow providing items that, for some Rylai's users at least, are reasonable alternatives or close to good choices (GLP especially, plus Randiun's or Dead Man's on some champs).
6Sfool1 votesI feel that rylais is core on some champs only because they should have natural slows in their kit. You're the expert, but that's just my 2 cents. Last night I made a post suggesting a rework for Singed that would reduce the need for rylais. I was hoping it would gain some popularity and you'd run into it browsing the forums, but it got buried fast since nobody wants to read a 3 page in-depth post. Yes, the CDR option is bad but Riot could really benefit from looking into why it's so, maybe they'll see that if they want to introduce another cdr mana option they should create a new item instead of screwing over all of the intended users of Rylais
yay nibbers2 votesEveryone assuming that this is the "wrong direction" is overreacting. Nobody outside of Riot themselves can possibly know what exactly that would entail. It could end up with 60ap, 10%CDR and 250 mana, practically the minimum stats they could give it without being so low that nobody gets it, but everyone on the Boards acts like they'll give it Morello's stats but with a slow because overreact is all the Boards ever does.

Karn Bishop1 votesWell its a bad idea no matter how you look at it since it tends to crowd out champions who can't deal with consistent slows and when it was a high hp, high slow, low ap option the only people who built it were those who liked those things, now everyone who can even remotely use it build it due to its high ap stats.
