So why is Rageblade losing its onhit damage that scales with AP and AD and it's % increase of AD and AP on stack for 6-15% hybrid pen and 200 less cost, which is way worse? No seriously, it is worse.
Because Rageblade has been either a serious balance problem or useless ever since it’s big update back in preseason 5.
It has consistently broken something any time it’s been allowed to be decent in stats. Devourer, Kog’Maw, Kayle, Jhin, Kai’Sa, etc.. Every. Damn. Time.
Removing the stacking stats will finally allow the item to be balanced, as before it just gives too much power all on its own.

It’s less reliant on having other items and more reliant on levels, meaning the item doesn’t have to be balanced exclusively for ranged champions and Yi (who still loves the passive, it’s just less OP with some power shifted to shred) anymore. I think this change is very clever. On-hit ranged champions will still buy it for the phantom hit and shred, but it will be more reliant on levels and thus less of a rush item. However, the item is now a much more appealing option for solo laners who can get all that experience to quickly make full use of the shred, especially if these champions are against tanks... yeesh, Riot hates tanks.
Riot did say they were planning something for it.
I firmly believe it's a change for new Kayle, considering she´ll get a new passive with her VGU.
Although Rageblade being more about attack speed and less about other stats is preferable.
Because popular at worlds, and people whine she does everything. That's why Kaisa and everything around Kaisa gettin nerfed. Also isn't it % penentration, not flat? They are super tripling down on nerfing her and making Guinsoo's a last built item (and thus probably useless)
All I have replaying in my head is rageblade being better or even op than / with traditional anti tank items like lord doms and void staff.
It maintains its tank shredding utility while cutting back on its burst
I think it's an alright change
The only other champions who frequently buy it won't be feeling it too much
