Increasing the duration it takes for Stopwatch to come online is basically supporting early game snowballing.

and they didn't do any follow up changes because they said their stats showed no changes in regular play the baron buff occured only after 40 min there is a fraction of games in regular that goes up to 40 min unlike pro play
