Then why didn't riot transformed him into a DPS? They could gave him a mana ratio on his W passive, making him building mana to blink a lot of time and doing damage with his passive like a carry. This would allow him to keep his anti-mage identity (passive converting damage into attack speed combined with the mana passive, and silence).
