Am I the only one getting an abnormal amount of "First Time Ranked" players in my games?

I'm in low gold and for just this past week, I've been getting a lot of teammates, or even people on the other team that play EXTREMELY poorly, then if I check their match history they've never played ranked before, or only a couple of times.

These players also have very bad rune pages riddled with tier 2 runes, or sometimes no runes at all.
