Graves bugfix for Black Cleaver

"Fixed a bug where an enemy hit with multiple shells from Graves’s basic attacks only applied a single stack of Black Cleaver"

That actually sounds like a pretty significant buff for Graves, too significant to relegate to the bugfix section. He's very dependent on his burst so letting his autos apply 3+ stacks of Black Cleaver each instead of only 1 before he fires off Q and R should be a pretty significant buff to his kill potential in a combo.

i think the highest winrate graeves was like 56% wr right after the adc rework but he got nerfed plenty of times. hes strong early game still. very strong. which is usually why he seems overwhealming as he gets fed. hes an adc but at the same time he can't build crit successfully because of low range and his autos don't go through units.

it probablly applied 3 stacks already in 90% of the cases, hence a bugfix

It doesn't say "occasionally" or "in special circumstances" which implies that it always worked that way. This could take Black Cleaver from a situational item to must-buy on Graves.

Even if it did happen only sometimes, that element of uncertainty makes it so you can't count on the item which makes it much worse than you initially expect because you don't actually know what your kill potential is, and that would drop Black Cleaver from being a really good item to a really bad item.
