Fizz E should go on cooldown after he lands instead of when he starts the jump

His build(s) include various combinations of Lich Bane, Trinity Force, Iceborn Gauntlet, Abyssal, Spirit Visage, Zhonya's Hourglass, Morellonomicon...And he often tends to max it first.
Don't pretend like its cooldown is significant.
If you ask me, it should have a 14 second CD at max rank, and it should have a lower AP ratio and lower base damage.
There's few abilities in this game that can even compare to the level of strength that his E has at level 9.
