Sure is actually a very powerful item, Sure more armor mean that BC becomes stronger, But let's compare stat :
Live : Enemy armor 200, after 6 stacks, enemy 140 armor (damage red. : 58%) PBE : Enemy armor 220 after 6 stacks, enemy 167 armor (damage red. : 62%)
Maybe that's a good thing that overall tankiness will be higher, personally I'm quite afraid to play league of tank tomorrow.

ZT Xperimentor1 votesEzreal has had a long history of abusing items, thanks to his mystic shot applying on-hit effects at 1150 units away, far more reach than any auto-attack. Jinx's rockets likewise can apply OHEs, but with splash damage meaning anyone neear her target is affected too. Kalista's rend energizes with black cleaver; a handful of autos to stack up her spears & shred their armor, then massive damage from using rend. Quinn already has low cooldowns and small mana costs, likewise her passive & vault is physical damage, combo benefiting from the armor shed. Sivir & twitch, like jinx, can shred entire teams even harder with black cleaver. Vayne . . . see quinn & kalista.

Like other physical ranged carries, they rely on auto-attacks, dealing significant damage at range; either by armor penetration or by critical hits, or by combo-ing with their abilities into it. Just because they aren't played bottom lane, doesn't mean they can't be.
