They all have AP abilities that do physical damage. This makes penetration a challenge as building any armor pen prevents then from going full AP.
Conqueror might help but its is a melee geared keystone with a delay.
Is there anyway riot could add duel pen back into the runes. We had this before but riot decided to cut it out and the only duel pen now is from sudden impact.

Yea but on the PBE, they nerfed the ap scaling on her W and buffed the AP scaling on her Q. Its to the point where it looks like her main AP ability might now be her Q.

The issue I see with AP Kai'Sa is that her W upgrade does very little for her, and it makes getting 100 bonus AD extremely awkward, which really hurts her damage output as her upgraded Q does more than double the damage of her base Q.

W is stronger than the tooltip lets on, since it deals the damage from the Plasma stacks it applies as well. Remember, Plasma has its own AP ratio too.
At level 9, her evolved W will actually deal 162 (+150% AD) (+110% AP) damage against an enemy with no Plasma stacks, with 150% of her AD at level 9 being somewhere around 108 if you have no other AD built.
At the minimum 100 AP to evolve W, you're looking at somewhere around 380 magic damage, on a skill with a 5.6 second CD if you have 20% CDR and hit an enemy champion with it.
