Can we please ship Udyr's 355 MS change even if his other PBE changes are delayed or scrapped?

Udyr is one of the worst champions in the game at the moment. He saw a lot of nerfs, his best items were removed, his keystones were nerfed, and he's out of the meta. All of this combined makes him one of the worst junglers in the game, and it's especially bad when you consider that Udyr was designed to only jungle, not lane.

He is currently the 6th lowest winrate jungler, the 5th lowest playrate jungler, and the 5th lowest overall palcement jungler. Giving him just 10 MS might make him slightly usable until his rework or changes go live. Remember that runic echoes and boots of swiftness were nerfed, which shaved tons and tons of MS off him since he was last strong. He probably still wouldn't reach a 50% winrate with his extreme weakness to kiting and mobility, but at least you could give him something with a very simple change that has no chance of overbuffing him. When it comes down to it, Udyr deserves 355 MS more than any other champion. Pantheon and Yi have gapclosers and Yi has an MS boost. In Yi's case it makes sense because he has no CC, but Udyr's CC doesn't even matter if you can't reach your target in the first place. Even extremely overextended enemies can be difficult to reach because nearly all champions have either mobility or cc.
