What kind of changes are coming for MMR? Plus a bit of QQ ;D

There has been a lot of information on the new Champion Select and Ranked premades and whatnot, but nothing about MMR. MMR is an inefficient system for the current Rank system, specially at lower ranks. It is not uncommon to see someone consistently smash their lane and another to consistently feed all game and just happen to get carried. These two people will both be the same rank most likely in the same division. I feel MMR is just too inefficient, it takes too long for someone of decent skill to rise up and it takes way too long for someone of no skill to fall. Mostly because sometimes the skilled one will carry the unskilled one, other times the unskilled one drags down the skilled one. I also feel that MMR is just unbalanced in game, you have highest of that rank up against the lowest of that rank or even on the same team against all middle skilled people. Then it becomes "Can the skilled carry the unskilled?" it really should not be this at all. It should always be one team making better calls or outplaying their opponents, a match should not be decided before Champion Select. A lot of this has to do with FotM champions and people abusing them, but i think a lot of it also has to do with how inefficient the Rank system is in general. If there was less variance in skill in divisions i think it would be easier for some to rise and others to fall into place, then it would be truly on your ability to outplay your opponent rather then "oh they are clearly less skilled then me" or "oh my bot is clearly not as skilled as the enemy".

This is partly a QQ post so here is the QQing!!!! I have been getting a string of unskilled teammates lately and it feels like im being punished for not playing carries like Lee Sin, Yasuo, Vayne, Ekko, etc. I just can't do anything about my teammates with the champions i play and that doesn't seem fair to me or the other teammates. All you need to do is look at my teammates...

Aatrox Jungle - 5/12/14... he is Gold V, i am Silver I
Jarvan Jungle - 1/9/8... He is Silver I the same rank...
Alistar Support - 1/12/19... Silver I, the same... (i normally don't point out Supports because their KDA is situational, but he would run into 5 people and die...) Apparently i am equal in skill to these people? I mean my CSing could improve a bit and i tend to tunnel vision during teamfights, but i dont think i am that bad. Everyone has a bad game, I've gone 1/12 before (long story) but its pretty rare for me to go that negative unless im playing support and my ADC doesnt know how to dodge.

These are just today too. I know everyone has bad days and stuff but a lot of the people i check are doing bad ALL THE TIME. It seems im also getting a lot of these people on my team too... No i am not trying to say i deserve Plat or Diamond, but it is hard to tell if i am truly Silver when the people in my rank, in the same damn division even, will consistently make bad calls and go 0/12 in lane.
