His waveclear is just way too good to be a tanky high damage dealing mobile initiator with a semi global presence.
At least lower the AP ratios? Lower the amount of time his Q tornado lasts? Since It's such a strong zoning tool, especially since standing in it for like 1.5 seconds and boom: there goes 20% of your hp as a squishy adc/midlaner when it makes more sense to have most of it's damage in the first two windblasts.

I think something like that would be good. That'll force people to actually build damage on him if they want to do damage. I don't want to see his scaling get nerfed because that would remove him from mid lane entirely.
