So now that Rylai's slows for the same % as frozen mallet

Can we make Mallet more efficient?

It's pathetically gold inefficient compared to Rylai's

Fyi Singed and Rumble both get the 40% slows from their Q's, not sure if that's a bug but it's pretty absurd regardless

Haha, yeah I just built Rylai's on Shyvanna in a game because of the efficiency. Not to mention, I can now ranged slow with e on Shyv. Great item!
