i mean at max rank his Q is only dealing 20 less dmg and I'm quite sure people don't take 
for his dmg(which is OK dmg)but rather for his utility and ability to suddenly enter fights or grant vision over an unwarded area and in the end
at max rank his ult will be a buff with 6000 range
although may reduce his roaming power early on

yeah it perfects my build lich bane+lucidity+morello+5% cdr mastery=45% cdr for 3.3 second W it bumps his utility value and has flash up more often which is important since he has no innate instant escapes i recently have taken liking to TF is my fav champ after vayne currently
