Again, It's the Rune. Not the champion(s).
All of the champions who take Conqueror being bumped up in performance after its change, resulting in many of them receiving too-hefty nerfs like the ones people are suggesting for Riven, is not "balanced".
It's a clear indication that the rune is unbalanced. Just like with Courage of the Colossus. Just like with Cinderhulk when it was introduced. just like with Stopwatch when it was introduced. We have plenty of examples where a rune or item over-powered an entire class or subset of champions, and some champions were unfairly nerfed prior to the nerf to the rune/item that was actually the problem, resulting in the champion needing to be buffed later.
Luckily, Riot understands this now, and isn't just blindly agreeing with the people too new or not analytical enough to know this is a trend. They may not see my thread with a suggestion on how to fix it, and it may end up with a different change. Hell, they may be forced to make the same mistake again because so many people are blindly complaining. But the fact Riven's been untouched for so long is because they know it's the rune, not her.
The least mechanical champion who takes it that relies on DoT the most, Darius, still performs poorly even with it. In part because DoT has a penalty where it can only grant one stack every 5s. (though, keep in mind the fact that juggernauts have inherent weaknesses that make them perform relatively poorly the higher you go in rank, so take that with a grain of salt)
However, making it so that all abilities-- not just DoT-- get such a penalty would properly hit those champions who stack it too quickly from multiple hits of the same ability (Riven, Hecarim, Irelia, etc.), allowing room for the flat numbers on the rune to be increased to help those who don't stack it like that.
