Does anyone ever enter battle with max rageblade stacks?

I've been finding it kinda hard to actually enter battle with max stacks on rageblade. The 5 seconds stack duration always fall off after every minion wave. The only time I enter battle with max stacks is if someone approaches me while I'm farming.

Most multi hit ablitiies such as Lucian passive and Master Yi double strike only count as 1 stack. Mord Q doesn't synergies as well.

It just seems like I rarely ever fight with max stacks.

the phantom hit mechanic was originally intended for melee champs, and offered two stacks for melee champs to hit,

it then became an item for kogmaw.. and maybe like one or two other champs...

but then they unreworked kogmaw

so its only useful for teemo orianna, and lulu when they build the way they aren't meant to build

Because they rebalanced the passive to stop adcs from abusing it

but they dont let yi use it anymore
