Countering Rakan
If you're wondering who counters Rakan, most damaging supports should do the trick.
Riot has made one big design decision for his kit that heavily leans towards vulnerability against mage/damage supports:
- **Rakan is ranged, but with only 300 range. ** This means he's almost unable to purchase Relic shield for the HP as he doesn't have Flay to make up for the lack of the true damage execute. For a comparison: Thresh and Morgana, the next lowest range supports, have 450, and 300 is well within the range of all other supports' ranged abilities.
Ranged champions do not scale MR per level He will have 30 MR all game unless he purchases some, which he can't do effectively in the early game.
If he attempts to go in with his knockup, do your best to lock him down and zone his ally away from the fight to prevent his E. And in general, treat him like Blitz in that you don't want him to land the Q. It can hit minions, so stay behind them. I'd bet money that as soon as the post-release nerfs come in, he'll drop down to a 40% win rate against Brand and Zyra.
Gives him a LOT of trouble, and I've found that 
works well against him too.
Max traps first, place them in lane, he'll think twice.
Haven't tried him yet but if he goes in and you time it right you should be able to knock him up and just hit him away.
You might be able to jump out of his knockup with your auto jump thang before he actually hits the knockup, not too sure about this one but I'd assume if you have enough attack speed and know what you're doing you can do it.
Your shield will be up every time he goes in early seeing how high his cooldowns are.
Veig support is a thing I see every once in a while. Put your stun around where he is going in.
