I think this comment about the recent patch says a lot about the balance team
Ezreal sitting at #1 in ADC with 57% win rate and third-highest role pick rate, banned in >80% of games Q Total AD ratio goes from 125% to 110%, which is literally just a buff revert Kleptomancy, his standard rune, no longer has 25 bonus attack range — which wasn't even how he was activating it 90% of the time
Leona sitting at #1 in support with a 55% win rate and second-highest role pick rate, banned in >35% of games 20 damage off Eclipse Aftershock, her standard rune, untouched
Miss Fortune sitting at #2 in ADC with 55% win rate and sixth-place pick rate, banned in ~15% of games literally nothing
Sona back down to 8th in support with a 52% win rate and ninth-place pick rate, now only banned in 2% of games rank 1 Q mana cost increased by a third, on-hit damage from empowered basic attack halved, AP ratio increased from 10% to 20% but that means you need >300 AP for it to compensate Aery, one of her two standard runes, nerfed last patch Kleptomancy lost the aforementioned 25 bonus attack range, which, unlike Ezreal, actually matters for Sona

Now, I'm not sure whether Sona needed a nerf or not. That's not my point. My point is that there is a large disconnect between facts and changes Riot makes. Super broken, high winrate champions often go untouched for patches, otherwise get a wrist slap while Riot claims they did their job, but reality shows that the champion is still broken. Sadly, they still won't stop them from breaking the game. We've seen this with Maokai, Pantheon, Kalista, Bramble Vest, etc.
Now, you're going to say that they nerfed Bramble Vest this patch. You're correct. However, the issue is that Bramble Vest was nerfed and Sunfire got buffed. Bramble is still going to make Aatrox top literally unplayable, but for other bruisers the same tanks, Maokai, Ornn, Shen, etc, instead are going to win the same as they did at the start of season 7 and most of season 6, with Sunfire rush.
The worst part of this was Riot claimed Bramble Vest was fair. Now, if Bramble was fair like they claimed, why was it nerfed? I'm not saying nerfing it is bad; I just want to know their reasoning. If it was overtunned, why didn't they see that months ago when people complained? It doesn't make sense.
Allow me to propose this question: Are you really balancing the game by swapping one strong thing out for another? Also allow me to ask: How is giving wrist slaps to champions who have been super broken, like Ezreal, Leona, Miss Fortune, and Maokai, doing the job of balance and how is nerfing classes who don't need nerfs, like bruisers who needed Press the Attack and were not compensated at all for the nerf, doing the job of balance?
