Annie is NOT going to be a top melee abuser because her SPELLS still have a cripplingly short range, which puts her in their danger zone. Sure, she can stun after 4 spell casts, but a lot of bruisers and divers can also stun or simply get to her before she can do any lasting damage to them.

Plus, Annie's designed to murder assassins, because she relies on a stun and burst. Bruisers and divers build HP and some defenses, which means that Annie is going to have a very tough time bursting them down before they can kill her.

So no, Annie is not a threat to top lane melees.

You know that Viktor gets shields and Haste ? Well Annie doesn't and she suffers mana issues if she is gonna poke top laners with her spells

Viktor top works because he can escape ganks. Annie cannot escape ganks in the top lane.

Like the others have said one stun is not enough to stop riven/darius/garen from ripping you apart.
