we're talking bout scepter right? scepter is an Aura... and isnt reducing mr by 20 kinda like 20 mr pen?

It's actually better because it increases the magic damage of your team as well. This was a bit rude before so I edited it. :P

But it is applied before % pen, after void staff the reduction is effectively reduced to 12 from 20.

true, however if you combo item 3001 with item 3091 or Ryze you get bonus damage on anyone that has no extra MR and you don't even need pen.

Sorry, but the same can be said of Last Whisper and Brutalizer or its upgrades.

No, brutalizer and its upgrades are penetration not reduction so they apply after % pen and thus their effective reduction is not reduced.

Right... I guess it's just Cleaver that shreds, but even then it's %-based. Still, Abyssal is cheaper. :P
