Nocturne spellshield still costs mana

And it does....barely anything?

Yes it has a passive on it, but if a spellshield is gonna cost mana it needs to do more than just grant like 20% attack speed.

Also while we are at it, can we make his passive proc on hits? Such as hunters talisman and red buff. As of right now it doesn't, but if it did it would make his jungling experience so much better. I think its more appropriate to remove the mana cost on it, but if you add something like "Block the next large monster attack" which procs the attack speed as well I would think its fair to keep the mana cost

barely anything? I guess blocking ANY spell does nothing now.

It blocks SOME spells. Lots of spells ignore spellshields.

A lot of the time nocturne wont have the mana to cast it, and when he does he gets an attack speed boost that only benefits him if hes going in?

If its like sivirs, then it doesn't block auto attack enhancers like nasus' Q draven q fiora qe teemo e vayne q lulu pix auto Akali q2, blocks it when she throws it though.

and some aoe like

morgana pool it does block lux e though

but yeah its blocks like 95% of the spells lol
