is it me or does rakan suck dick with passive ADC's?

I'm takin time to learn rakan ( getting stomped) and everygame ive had someone that just wants to hang back and farm and do nothing in the laning. so i'd figure i'd ask anyone else here that's playing or learning rakan to see if the issue is me, or if its a playstyle he just doesn't mesh with.
