Twiche's E should do "SOMETHING" if he activates it with full stacks

I was thinking that if he E's a fully stacked enemy, the it would deal damage to the target and the target would be tagged with an AOE aura which would apply one stack of his passive each second to surrounding enemies and slow them(not the main target) with a stacking slow if they stay nearby. It will also increase the potency of the poison to the main target by x% .

I mean...he IS the plague rat right?

I have better idea:

Nerf Kalista's E so it isnt a better version of half of Twitch's kit.
